It is stated in official circles that the President, Mr. Coolidge, will probably ask the Senate to delay taking action on the Kellogg Peace Treaty until the Naval Ship Construction Bill has been taken up and passed. Mr. Coolidge is contemplating presenting this request informally to the Foreign Relations Committee of the Senate before the' December session, and it is expected that he will explain that he is wholeheartedly in sympathy with the treaty, and sincerely anxious for its ratification, but that he feels the defence needs of the country may be lost sight of during the debate preceding the ratification.
