Interpretation of Award.—“lt is competent for the inspector to grant an under-rate worker’s permit to an apprentice over 21. who is unable to earn the minimum wage of £ 1 7s 6d a week,” is the judgment of the Arbitration Court in an interpretation of the Northern Shirt. White and Silk Workers’ Award. “In granting or refusing such a permit,” states the court, “he is, of course, entitled to take into consideration the opportunities the employer has afforded the apprentice of making herself efficient.”
