REBELS STILL ACTIVE
REPORTS FROM MANCHURIA A RUSSIAN ARRESTED (United P.A.—By Telegraph. — Copyright) Times Cable,. LONDON, Wednesday. The Tokyo correspondent of “The Times” says that notwithstanding official Chinese statements to the effect that the rebellion in the Hulumpuir district, North-east Manchuria, has been crushed, official advices leceived by Japanese newspapers indicate that the rebels are still active. It is said that representatives of Chang Hsueh-liang at Hailar are attempting to arrange a settlement on a basis of granting autonomy to Hulumpuir (sometimes called Hulumbail). Tbe Foreign Office at Tokyo explains that Japan’s declaration of special interests in Manchuria and in Eastern Mongolia does not include the Hulumpuir area, which is remote from the Japanese sphere. An unconfirmed report from Harbin says the Chinese secret police have arrested a Russian agitator, styling himself Levin. He is believed to be the former Chinese Nationalist adviser, Jacob Borodin. He arrived at Harbin from Harbarovsk.
