SCOUT MOVE LAUDED

BETTER THAN 40 LEAGUES (United P.A. —By Telegraph—Copyrightl (Australian and N.Z. Press Association.) LONDON, Monday. Lord Forster, formerly Governorgeneral of Australia, in an address to a Boy Scout rally at Downtou Castle, said that next year the world jamboree would be held at Birkenhead, when the world scouts who would be present would be better than 40 Leagues of Nations. The League was excellent, but it consisted not of the people of the countries but of certain delegates who were sent to meet each other. When the young people of the world met the most valuable work for peace could be done.
