WELLINGTON, Tuesday. AS predicted recently in THE SUN, the Licensing Bill is likely to make an unexpectedly early appearance. There is no reason why it should be withheld long after the conclusion of the Budget debate, and accordingly it will probably appear within a fortnight. The Prime Minister has not, of course, dropped any hint as to its contents, but it is almost certain that he will not attempt to open with the wide majority presented when the Bill first appeared last year.
