INDIA BUSINESSMEN AND AUTONOMY PLAN
MEMORANDUM SENT TO SIMON COMMISSION OUTLINING SCHEME (United P.A. —By Telegraph — Copyright) (United Service) DELHI, Sunday. The Associated Chambers of Commerce of India and Burma, representing nearly £1,000,000,000 capital, have sent a memorandum to the Simon Commission advocating full autonomy for the Indian provinces on the following conditions: (1) That the central Government of India be strengthened as against the All-India Legislative Assembly. (2) That the central Government be given powers of intervention in the event of a breakdown in the constitution of the provinces. (3) That the second Chambers are to be increased in the provinces. (4) That there are adequate safeguards for the administration of the police. . . _ . ._ (5) That a clause be inserted m the new Government of India Act forbidding commercial discrimination in any form.
