Notwithstanding screenings of cinema films and lectures, says the Juvenile Advisory Committee of the Ministry of Labour, the response from suitable boys to the Empire settlement scheme has been very small. It has been almost a complete failure in London, where boys show a rooted objection to leaving home. The same experience was encountered in South Wales, where unemployment among Juveniles is most acute. Neither the boys there, nor their parents, are in favour of emigration. In Glasgow, the position is much the same. Generally speaking, the main obstacles to juvenile migration are parental objection, the town boys’ distaste for a country life, and their distrust of a strange environment.
