The Government was directing its main activities toward getting British migrants and was meeting with success. The movement of British to all countries had fallen since the war. Canada still had the premier place, and continued to receive more than the other countries. He urged avoidance of extremes, otherwise immigration agitation, for or against, might assume an open conflict between capital and labour. The only course was to seek a happy medium.
