NICE DISTINCTION ARGUED ARBITRATION COURT PROBLEM When does hat-making pass to the stage of millinery? That was the question argued in the Arbitration Court yesterday during the hearing of an application to have the New Zealand Millinery Company joined to an award. The request hinged upon the definition of a milliner. Miss A. Cossey, for the union, argued that some factories were allowed to import ribbon duty free and actually went to the length of turning out trimmed hats such as some exhibited in court, in competition with tho work of the shop milliners. That being the case, she suggested that women doing such finished work in factories should be regarded and paid as milliners.

Mr. Justice Frazer reserved his decision, saying that it appeared as if the time was coming when the present award would have to be split into separate divisions for factory and shop milliners as was done in the case of tailoresses.
