SOVIET SEEKS STRIFE WAR WITH ALL ENEMIES (United P.A. —By Telegraph — Copyright) Times Cable. Reed. Noon. LONDON, Friday. The Riga correspondent of “The Times” says that marking the anniversary of Britain’s entry into the world war, the Soviet has issued an inflammatory manifesto warning the world against the League of Nations, and Mr. Kellogg’s proposals, as the pacifist talk of bourgeois countries, with which the Governments of them are striving to conceal war plans. It adds that it is possible to prevent international war only by civil war, overthrowing the present governments, and universal war against the enemies of the Soviet. The masses must be prepared for this at the shortest notice. Hundreds of Communist members of Congress, in 12 omnibuses, inspected the summer camp of the Red Army at Moscow. There was much singing and many war-like speeches. The British Communist, Bell, urged them to concenj trate in fighting the League, ami the Kellogg pact, inciting the Imperialist soldiery to mutiny, and disorganising j industry.
