CHANGES ANNOUNCED British Official Wireless. Reed. 11.30 a.m. RUGBY- Tuesday. It is officially announced that Sir Malcolm Hailey, Governor of the Punjab, India, has been appointed Governor of the United Provinces, in succession to the late Sir Alexander Muddiman. Sir Geoffrey de Montmorency has been appointed Governor of the Punjab. Sir Malcolm Hailey has "been Governor of the Punjab since 1924 and has held various administrative appointments in India since 1595, when he joined the Indian Civil Service. Sir Geoffrey de Montmorency was formerly Chief Secretary to the Punjab Government, and has been a member of the Executive Council of that Province since 1926. He has been in the Indian Civil Service since 1899.
