LOVAT’S EMPIRE TOUR START OF TRIP DELAYED British Official Wireless. RUGBY, Sunday. Lord Lovat, Under -Secretary for the Dominions and chairman of the Overseas Settlement Committee, was to have left London for Canada on a tour of the Dominions yesterday, but he was detained on Government business. One of the principal subjects for discussion with the authorities in the Dominions will he the question of Empire migration, to which special attention has been drawn by the report of the Industrial Transference Board. The discussion with the Canadian Government of means whereby migration may be made easier and more attractive will be begun on the arrival in Canada of the Secretary of the Overseas Settlement Committee, - Ir. G. F. Plant, who left London for Canada yesterday. Lord Lovat will proceed to the Dominion next week. The “Daily Express” says it is not possible, and it would not be fair, to transfer Britain’s unemployment problem to the Dominions. It must also be remembered that organised Labour in the Dominions will always be opposed to a broad emigration policy. These unpleasant facts merely mean that, lacking political leadership in Britain and in the Dominions which will force the people to think in terms of centuries instead of months, the question of migration remains a personal one. The advice of the writer is: Go to the Dominions without a qualm if in a job wihch promises no outlet. The Empire in the future, as in the past, will mainly be built up by individuals with stout hearts and a sense of high adventure.
