GENERAL HERTZOG f the country that if civilisation were based on uncivilised labour, it. would follow the path of older civilisations that Were based oh slavery. _ He pointed out the danger of the native ceasing to be a pastoralist, and becoming an industrialist, which was disastrous. In the cities, the native was at the mercy of agitators. A stage had been reached compelling the taking of action. General Hertzog said he hoped his Bills would pass next session.
