Press Association) (United Service) LONDON, Friday. “Migration within the Empire is undoubtedly a factor of prime importance in the mitigation of unemployment,” said Sir Donald Maclean, ex-chairman of the Liberal Party, in referring to the report of the Industrial Transference Board in a speech in Cornwall. “It is a remarkable fact that emigration is lowest when trade is bad, and highest when it is good.
