EXODUS OF FOREIGNERS

NATIONALISTS’ DESIRE FORMER RIGHTS DENIED (United P.A.—By Telegraph—CopyrightJ (Australian and N.Z. Press Associations SHANGHAI, Sunday. • Special interim regulations to govern the relations between China and those foreign countries with which the treaties have expired arg to be drafted by the Nationalist Government. The latter recently informed the Powers that all the treaties must be revised on terms of equality. Already the Spanish, Portuguese, Italian, Danish and Japanese commercial treaties have expired. An instance of the determination of the Chinese to enforce a revision of the treaties occurred this afternopn. A Chinese Judge ordered from the Court an Italian consular deputy who was watching the case ot an appeal by a Greek who had been sentenced to 15 years’ imprisonment for robbery. The Judge based his authority on the expiration of the Sino-Itafiau Treaty. He informed the deputy that he no longer was an extraterritorial foreigner. The announcement was received with dismay. It was generally believed that China would allow Italians to maintain their former status pending a revision of the Sino-Italian Treaty. Diplomatic intervention is being sought. This removal of extraterritorial rights will be the signal for an exodus of foreigners from China, which is believed to be the aim of the Nationalists. .
