RUSSO-POLISH FRONTIER SOVIET MANOEUVRES (United P.A.—By Telegraph — Copyright) Times Cable. LONDON, Friday. The Helsingfors correspondent of “The Times” says a representative of the Finnish newspaper “Helsingin Sanomat,” who recently visited the Rus-so-Finn frontier, asserts that the Russians are fortifying their position there. He says they have evacuated at least one village, and are extending the railways between Leningrad and the frontier. Travellers who cross the frontier are blindfolded and rigorously searched. The correspondent says Russian warships are increasingly active and Soviet troops—sappers, infantry and artillery —are continually manoeuvring. At Leningrad the garrison has been strongly reinforced. At Helsingfors the Finnish authorities fear the Russian plans are not limited to manoeuvres. The Finnish troops on the frontier have been reinforced.
