HAYMOND POINCARE, the French Premier, was once accorded a triumph in Scotland. Shortly after the outbreak of the world war he was made rector of Glasgow University. M. Poincare intends to proceed with his plans to stabilise the French franc. Since he shows this tender regard for the value of money the Scots are doubtless well pleased with their choice of 14 years ago. The Humane Society also finds Poincare to its liking. for he is very fond of animals. Once, as President of France, he was entertaining the Spanish King at Rambouillet. A shooting party was organised to entertain the king, but Poincar£ would net attend it. He said he loved the birds too much to shoot them. Apparently he not only loves birds, but bulls too. When he visited Spain, they gave a bull fight in his honour. Everybody went but Poincare, and he, the guest of honour, stayed away because he didn t approve of bull fighting. Two da3 r s before he was elected President —he is now Premier —he visited his brother Lucien, because his pet goldfish was ill. He diagnosed the illness and cured the fish. Clemenceau, comparing Poincare and Briand, is reported to have said, years ago: “Poincare knows everything and understands nothing: Briand understands everything and knows nothing.” Certainly Poincare is of the legal type of mind, and he is a great believer in thoroughness. The way he won his wife is characteristic of the man. He was acting as lawyer for a lady, and pleaded so skilfully that he won the case—and the lady too.
