DELEGATES IN WELLINGTON minister opens conference Press Association. WELLINGTON, To-day. The loth annual conference of the Executive Council of the New Zealand Public Service Association was opened to-day by the Hon. R. A. Wright. He extended to the delegates a very cordial welcome to Wellington. He said he gathered that the association was a peace-loving body, and said it was a pleasure to be among them. Welcoming Mr. Wright previously, the president, Mr. McKay, expressed the hope that the good relationship between the Service and tho Government would long continue. Mr. Wright had something to say about the complaints of the growth of the Service. He said the growth was inevitable if the country was to develop, and he wanted to show the fallacy of the insinuation that there was no necessity for big cities. Whether a man was a primary producer or not did not matter. Wherever there was a good harbour a town would spring up. A civil service, ships, railways, etc., were absolutely essential to the primary producer, who could not get on without them. The report showed an increase of membership from 5,645 to 5,727, and the amount collected in subscriptions was £3,098 against £2,959.
