U.S. INVITATION TO JOIN TREATY RENUNCIATION OF WAR British Official Wireless Reed. Noon. RUGBY, Friday. The Secretary of State for Foreign Affairs. Sir Austen Chamberlain, has transmitted to Mr. Ray Atherton. United States Charge d’Affaires in London, a message from General Hertzog. Minister of External Affairs in the Union of South Africa, gladly accepting, on behalf of the South African Government, the invitation of the United States Government to par ticipate individually and as an original signatory, in the proposed treaty for the renunciation of war. General Hertzog adds: “In expressing their willingness to be a party to the proposed treaty. His Majesty’s Government in the Union of South Africa takes it for granted. (1) That it is not intended to deprive any party to the proposed treaty of any of its natural rights of selfdefence. (2) That violation by any one of the parties of any of the provisions of the proposed treaty will free the other parties of the obligation to observe its terms in respect of the party committing such violation. (3) That provision will be made for rendering it quite clear that it is nor intended that the Union of South Africa, by becoming a party to the proposed treaty, will be precluded from fulfilling, as a member of the League of Nations, its obligation toward other members thereof, under the provisions of the Covenant of the League.
