He said he thought the building programmes provided by the House of representatives was a good one. and should be passed by the Senate. It was admitted to-day that Mr. Kellogg had discussed the situation | informally with several members of the Senate, owing to the measure • being held up by pressure of legisla- ' tive work in the Senate. It was said that the Department of State had not even indicated whether it wanted the Naval Bill held up at this time or not.
