For the second time in the past few months the State Department has refused to permit a foreign teacher to enter the country and accept a place in an American university, outside the quota. The United States Consul at Toronto has refused a visa to Mr. N. E. Odell, who was a member of the Mount Everest expedition of 1921. He wished to enter the geological department of Harvard University. The State Department merely 3ays the law is rather rigid. Mr. Odell's case is similar to that of Professor Jack, of the cni.ersity Dot Aberdeen, who was recently prevented from going to the University of Michigan.
