The Independent Labour Party Conference adopted the surtax and the capital levy as definite planks In their programme. They re-elected Mr. ,T. Maxton, M.P., chairman, and Mr. Mosely, Mr. E. Shinwell and Mr. D. Kirkwood, M.P.’s, to the executive. The displacement of Air. R. C. Wallhead. M.P., by Mr. J. W. Moore, as the fourth member of the executive, caused surprise.—A, and N.Z. _
