Kellogg, says the United States and France are submitting the war renunciation question to Britain. Germany, Italy and Japan at this time, in order to be able to draw up a treaty acceptable by those four nations. He asserted that if the pact were written without consulting them, one or more countries might refuse to sign, thus nullifying the intended effect. He also states that further conversations between the State Department and the French Embassy would be necessary before the procedure to he followed in formally approaching the other countries could be determined.—A. and NX
