The Senate Foreign Relations Committee decided to take no action for the time being on Senator F. H. Gillett’s resolution directing the State Department to reopen negotiations to secure ratification of the American terms for adherence to the World Court. Senator W. E. Borah, chairman of the committee, announced after an executive session that the committee had unanimously agreed that the President could not alter Article 5 of the American terms, and the Senate would not modify it. Article 5 provides that the Court shall render no advisory opinions in which the United States has, or claims to have, an interest, unless the United States consents. —A. and N.Z.
