LAST WORD A PROTEST RUSSIA AND DISARMAMENT By Cable.—Press Association. — Copyright. GENEVA, Tuesday. The Russian Deputy-Commissar of Foreign Affairs, M. Litvinoff, who attended the sittings of the Preparatory Committee on Disarmament, left Geneva to-day. His last act before his departure was to protest against the comment of the chairman of the committee, Jonkheer Dr. John Loudon, that he hoped the Soviet representatives would next time bring to the committee a constructive, not a destructive, policy. —A. and N.Z.
