LEGAL PROBLEMS Another legal problem confronts the Borough of Takapuna, which has had a surfeit of legal action and law technicalities in the last 12 months. The Loans Board has authorised a poll of the ratepayers on issues totalling about £27,000 in cost, but despite the urgency of the reconstruction of roads, which will be responsible for the major portion of the loan schedule, the borough has now' to ascertain what roll of ratepayers is to be utilised. By a vote the ratepayers last year approved of rating on unimproved value, but so far the valuation roll is not complete. The preliminary roll is expected this week, but it cannot be finalised until the Assessment Court has heard any persons who may lodge objection to their land valuations. The ratepayers are clamouring for a poll on the road loans, but the existing roll was compiled on the capital value basis.
