NEED OF PSYCHOLOGIST SIR JAMES PARR’S IDEA An idea for the improvement of the children’s courts here has been noted by Sir James Parr in London. After sitting with Mr. Clarke Hall at Old Street Children’s Court, the High Commissioner told a “Daily News” reporter that he had been struck by the excellent idea of remanding a good many cases for examination by a trained psychologist. “My experience for six years as Minister of Education in New Zealand,” said Sir James, "convinced me that quite half the cases of child delinquency ought to be treated as physical rather than moral.”
