PENAL REFORM
CARE OF FEEBLE-MINDED MINISTER SYMPATHETIC (From Our Own Correspondent) HAMILTON. To-day. Hr. Mildred Staley and the Hon. i. A. Young, Minister of Health, were guests at a ftuncheon given b> the Hamilton Branch of the HowartL League of Penal Reform. Mr. Young declared his sympathy with the league’s campaign for care cf the feeble-minded in non-penal institutions or by private guardians. Th« Minister stated that on his advice the Government had sent Dr. T. Gray. In-spector-General of Mental Hospitals, to Great Britain and other coon tries, to investigate and report, not oily on the care and treatment of mentil defectives, but on the feeble-minded. Da Gray had reported on feeble-minded, and the Minister hoped in the coming session to bring forward a Bill marking a forward step in the better supervision of the lives of this unfoitunate section of the community. The question of financing the inauguration of reform presented no small difficulty.
