Mowinckel, forming a Cabinet. Joh. Ludwig Mowinckel, who is a shipowner, was born in 1870. He was elected a member of the Storthing in 1906, and its President in 1916. He was Minister of Foreign Acairs in 1923, and Premier from 1924 to 1926. He was a delegation to the assembly of the League of Nations in 1925. A message from Oslo on Wednesday stated: A motion moved by the Radical Party, censdring the new Labour Government’s declaration of its policy, was passed by 86 votes to 63. The Prime Minister, M. Hornsrud, announced that the Government will resign on Friday.
