Beranger, and the United States Under-seQretary of State, Mr. R. E. Olds, signed the new FrancoAmerican arbitration treaty today. * The two governments pledge themselves to arbitrate in any dispute not arising out of purely domestic questions, and not affecting the interests of a third nation and not involving the Monroe doctrine. This will mark the existence for a century and a half of the original treaty of amity and commerce between the two countries, which was signed in 1778. The preamble to the new treaty states that it is the desire of the two countries always to settle their differences by peaceful means. — A. and N.Z.
