POWERS OF LEAGUE
M. BRIAND ON NEW PLAN CONTRARY TO COVENANT PARIS, Wednesday. It is stated that the French Foreign Minister, M. Briand, has cabled to the French Ambassador in Washington, M. Emile Daeschner, that the proposals made by America that all the Powers should be included in the pact to outlaw war is contrary to the spirit ot the Covenant of the League of Nations, and that it would prevent the League from being the authority to cope with international disputes. A London message says the “Daily Mail” interprets M. Briand’s reply to the American Note as being tantamount to a rejection of Mr. Kellogg's proposal, which, if accepted, would establish a new association of "at : o'is under the aegis of Washington, and which possibly would be iu opposition to the League of Nations. M. Briand will now propose, says the paper, that France and America should sign a bilateral agreement of a similar nature, separate agreements to be signable between the United States and other Powers. By this means would be reserved the League’s independence and power to deal with international disputes arising outside the United States.—A. and N.Z.
