VIEWS OF M. BRIAND PARIS, Tuesday. M. Briand has replied to the proposals from Washington concerning the treaty for outlawing war. He says that it is intended the treaty shall be •pen to other nations, it will require *ne most careful study in order not to Prejudice the rights and duties of nations interested in the covenant of tne League of Nations, and in existing treaties.
M. Briand accepts the text of the arbitration treaty, but seeks information concerning the position which would arise if the Senate refused to ratify L He also seeks further information concerning the reservation which excludes arbitration where a third Power 18 Evolved.—A. and N.Z.
