FRANCE AND WAR DEBTS REDUCTION BY U.S. REPORTED By Cable.—Press Association. — Copyright. Reed. 10.4 a.m. WASHINGTON. Fri. The Secretary of State, Mr. F. B. Kellogg, expressed surprise at the Paris Press reports, indicating the gratification of French officials over an alleged decision of the United States to reduce war debts. He declared that the United States has no intention of further revision downward of such debts.

Mr. Kellogg also formally denied the reports that the British Government had elevated the guns of a battleship, or that it had objected to such a procedure by the United States. —A. and N.Z.
