SAMOAN “HOME RULE”

PETITION TO U.S. CONGRESS (Special to THE SUN.} APIA, December 16. The “Mau” movement, which is a native organisation with Home Rule and self-determination as its objectives, has now spread to Eastern Samoa, where the natives are petitioning Washington for the present purely uaval administration to be changed into a civil one, in -which the local natives will have a voice in the running of their own affairs. So far there has been no move on the part of the United States Naval authorities to suppress the agitation. The petition has gone forward to America for consideration by the President and Congress, who will decide whether the administration at Pago Pago shall be continued by the service officers or made purely civilian.
