If the measure is ' rejected by the Lords, it will be - dropped automatically. If carried, it will be debated in the Commons on t December 15. The political parties are divided on 5 the measure. The First Lord of the Admiralty, Mr. W. C. Bridgeman, will c submit it for approval in the Com 1 mons, and the Home Secretary, Sir W. 3 Joynson-Hicks, will probably propose 1 Its rejection.—A. and N.Z. 3
