OFFER OF SURRENDER PRINCE "AND BANK By Cattle.—Press Association. — Copyright Reed. 9.5 a.m. TOKYO, Wednesday. In order to Tacllitate the reopening on December 15 of a bank of which he is an ex-presi-dent, Prince Matsukata, a former Prime Minister, offers to surrender his entire private fortune, assuming responsibility for a recent suspension of payment by the bank. He also desires to surrender his title, which he will be unable to support. The entire attention of the Cabinet is now devoted to the problem of reopening several big banks which were suspended during the summer panic, in order to permit depositors to secure funds with which to meet year-end debt settlements, and to prevent numerous bankruptcies among small depositorsw—Sun.
