MOTORISTS CRITICISE DRAFT REGULATIONS
NORTH ISLAND UNION SIiGGESTS SOME CHANGES
Press Association. WELLINGTON, Wednesday. The draft regulations under the Motor Vehicles Act were discussed at a special meeting of the North Island Motor Union. Among the amendments suggested were the following: Regulation 3 (lights): That a special report be obtained from the Trade Association. That clause 15 (restricting the use of the spotlight) be struck out. That in clause 19 (vehicles on stands) the words: “That local bodies devote a reasonable number of parking places,” bo inserted. It is also lecommended that in the clause reading, “Provided that any vehicle which is situated more than 30ft from any street lamp shall not be deemed to be adequately lighted for the purpose of this regulation, the words “30ft” should be struck out and the words, “so as to be clearly visible to passing- traffic,” substituted. Regulation 9 (towing): That from the clause, “Towing forbidden with more than 12ft between vehicles,” the words “12ft” be struck out and “30ft” be inserted. Regulation 11 (rules of road): That the proposed rule be struck out and the following substituted: “Every driver of a motor vehicle shall keep his vehicle as near as practicable to the left hand side of the road” Clause 13 of regulation 9 (meeting at intersections): That the clause be struck out and the following substituted: “That under this section trams be amenable to the same rules as motor vehicles.” Regulation 12 (driver’s signals): That clause 3 (turning to the left) and clause 4 (drivers to give signals) be struck out. Regulation 13 (conduct of motor vehicles on roads): That clause 8 (b), reading, “The driver of every motor vehicle shall not Remove either hand from the steering wheel unless he has the vehicle under full control,” be struck out, and also clause 8 (c) (avoidance of splashing). Regulation 15’ (speed limits): That clause 2 (a), (b), (c), (d), (e) be struck out, and the following substituted: “Speed dangerous to the public, having regard to the conditions of the road at the time.” Regulation 19 (offences and penalties): That fines should vary according to the gravity of the offence, and that all fines collected as the result of breaches on main highways be paid into the Main Highways Account. The following motion was carried unanimously: “That these suggested regulations under the Motor Vehicles Act, 1924, should not be made law until suitable regulations are passed regulating the movements of pedestrians in the streets.”
