SOVIET AND ARMS.—The DeputyCommissar for Foreign Affairs, Litvinoff, and Admiral Behrens will head the Soviet delegation, which will consist of 11 persons, to the preparatory meeting of the Disarmament Committee —A. and N.Z. BIRTHS IN ENGLAND.—The birth rate of England and Wales for the first three-quarters of the present year was 17.2 per 1,000. The annual birth rate last year was 17. S per 1,000. and in 1918, which was the lowest ever recorded it stood at 17.7 per 1,000. —A. and N.Z. HOTELS AND ANZAC DAY.—As the result of an appeal to the High Court, it has been ruled that hotels may open all day in New South Wales on Anzac Day, and that while the Governor may order the closing of the hotels for the whole day Jre cannot order them to be closed for part of the day.—A. and N.Z. BIG PROPERTY DEAL.—The Earl of Derby has sold a great part of his Lancashire property, comprising the ground rents of 22,000 houses, including practically the whole town of Bootle. The purchaser is Mr. Philip Hill, who is associated with the Beecham e-states and other companies. The is approximately £1,750,000. — and N.Z.
