Notwithstanding a small group ot agitators the Government had pet formed its ordinary functions most, successfully. Last, year shoved the highest birth and lowest death-rate yet achieved. Taxation of natives had been re duced to 3Gs a head, and all vere entitled to free medical treatment. The New Zealand Government was also marketing copra on the natives behalf. The High Commissioner sold the first shipment fn Europe at the highest price yet obtained, indicating the success of the movement. Sir James was of the opinion that the real reasons for the agitation in Samoa were copra and prohibition. —A. and N.Z.
