The Assistant-Secretary of the Treasury, Mr. Lowman, declared that through attempts to violate it, the socalled “Gentleman’s Agreement” with France to end the liquor smuggling from thd islands of St. Pierre and Miquelon has virtually ended in failure. Mr. Lowman stated that a large proportion of the liquor smuggled into the United States came from these two French possessions, which were fishing villages before Prohibition but are now wealthy settlements.—A. and N.Z.
