Excessive festivities and building activities had created an impression abroad that the Germany which lost the war was now able to afford things which the victorious nations could not afford. Herr Stresemann said he especially deplored the accusation that Germans were deliberately living beyond their means in order to prove the impossibility of paying reparations. —Times
