SHIPPING TRAFFIC IN THE HARBOUR
RISK OF ACCIDENTS BY-LAWS PROPOSED Considerable congestion of the shipping- traffic takes place in the ferry service rush hours between Queen’s and Prince’s Wharves. The Harbour Board is considering means of insuring the safety of shipping there. The harbourmaster drew the board’s attention to the danger yesterday and
recommended a by-law prohibiting all vessels other than the ferries and the launches from navigating that basin on week days between 7.45 a.m. and 8.30 a.m. and 4.45 p.m. and 5.30 p.m., and on Saturdays between 7.15 a.m. and 5.30 a.m.. and noon and 12.30 p.m.
He also recommended that the ferries should be prohibited from leaving their berths in the basin at intervals of less than one minute.
The question was referred to the board in committee. When the harbourmaster recommended a by-law prohibiting vessels other than launches and ferries from leaving the main wharves during heavy weather without the harbourmaster’s permission, the board felt that it must consider under what liability such permission would lay them in in the event of an accident.
