LOCAL-BODY EXPENDITURE PROVISION IN COUNTIES BILL WELLINGTON, Wednesday, With the addition of a clause Authorising county counciis to pay their members a travelling allowance covering all charges incurred in attending meetings of councils, or in attending to business at councils' request, the Counties Amendment Bill was read a third time and passed by the Legislative Council to-day. The Hon. W. H. Mclntyre, who moved for the Insertion of the clause, said that the present provisions were a source of considerable trouble between councils and the Audit Department. Sir Francis Bell said that the Government would accept the additional clause on the understanding that it did not come into operation until January 1 next. He intimated that the Government had under consideration a provision which would place all local bodies in a similar position to hospital boards in this respect.
