The Tokyo correspondent of “The Timet” says Admiral Saito, who was one of the Japanese delegates to the recenu conference on the limitation of naval arms at Geneva, has confirmed the statement that he has recommended the Government to propose the holding of a second tripartite nave l conference. He is not aware, however, whether Japan will act on his recommendation. Any conference, he says, would be useful, even if it were to he held two years before the Washington Treaty Powers meet in 1931, because ail earlier agreement is required if progress is to be made with the British major proposals regarding the size of battleships, which appealed to Japan on the ground of economy.— A. and N.Z.
