Traffic Outlet Well Under Way

CAMPBELL POINT ROUTE SERVES PARNELL AND EAST pONCRETE work has been started, the Public Works camps shifted, and everything is well under way for a substantial alteration in the road map of the Campbell’s Point area. Co-operation between the department and the City Council has resulted in both parties making very suitable arrangements. The provision of the new outlet to Parnell, St. Stephen’s Avenue and other areas to the east of the city is being secured by the city at an amount very considerably lower than the council could do the work for itself. Under the present arrangement the City Council will take over the new road for surfacing when the department has made the necessary cuttings and removed the spoil, which will give an easy grade from the new overhead bridge below Campbell Point to Gladstone Road at the Parnell Park tea kiosk. The new work is designed to reduce the congestion in the lower end of Queen Street, particularly at the junction of Customs Street. Most of the present eastward traffic uses Customs Street, and proceeds out via the objectionable Parnell Rise, but under the new scheme it will have the opportunity of going out on an easy grade along Customs Street, over the bridge, up a grade of less than 1 in 18, to Gladstone Road, thence into St. Stephen’s Avenue, or elsewhere. The making of the few hundred yards of new road t’o join Gladstone Road will involve the excavation of 80,000 cubic yards, which will be used in reclaiming below the point. A retaining wall from 18ft. to 32ft. high will al§o be necessary. In connection with the scheme it is proposed to develop a recreation area to the south and west of the new road and to the east of the line of Balfour Road. This will involve a further excavation of 51,000 cubic yards, and will provide a level area, of 300 ft. by 280 ft., sufficiently large for the construction of 12 tennis courts or three bowling greens. Simultaneously Balfour Road will be extended through the recreation reserve to meet the new road, the grade obtainable being 1 in 16, and the excavation involving 10,000 cubic yards. The area belonging to the recreation reserve between Balfour Road and the top of the cliff will provide a level area of 280 ft. by 130 ft., 24,000 cubic yards of filling being involved. The total amount of excavation will be 165,000 cubic yards, of which 140,000 yards will be available for the waterfront roadway.
