A tribunal at Pisa declared that strikes in the past were regarded as manifestations of liberty, because there were no other means available to workers to obtain improvement of conditions, but all strikes were illegal now, as the Government had provided competent mediums for the purpose of the settlement of disputes. —A. and N.Z.
