“That is the responsibility which is the natural corollary of freedom,” he said “and will in due course ensure each Dominion hearing a fair share of the common task. Each Dominion must judge its own responsibilities in that matter, but it is clear that the best interest of each is also the best interest of the whole, and security for each can only be found if the whole is strong.”—A. and N.Z.
