CIVIL SERVICE MISFITS
INTELLIGENCE TESTS NEEDED A few intelligence tests applied during school years and recorded until youths were being selected for the public service would prevent square pegs being so often driven into round holes in the national service. A lad who in his application does not specify his choice may get bundled into any department. “Much waste and inefficiency would be avoided if the country paid more attention to vocational guidance for those about to make their debut in the world.”
