THAT CREDIT BALANCE

PROPOSAL FOR TRANSFER A lively debate took place at Mount Roskill Road Board meeting last evening, when it was proposed to link up the dead-end water mains in Victory and Dominion Road Park estates, at a cost of £l9O. Mr. T. Davies, chairman of the finance committee, maintained that the costs should be met out of the waterworks account. He protested that the board had made a profit of £4,000 out of the water supply, and that they had no right to keep the credit balance of £1,200 lying idle in the bank. That balance, he proposed, should be transferred to the general fund, after the item of £l9O had been deducted. To such a course the clerk, Mr. J. Warren, entered strong objection, maintaining that the proposalNvas impracticable, and if operated, would be liable to be “tagged” by the AuditorGeneral. That official could order any sum so transferred to be replaced in its original account, even if the board had expended the money elsewhere in the interim. During the discussion it was shown that the clerk in four years had wiped out a debit account of £2,000 and now replaced it with a credit balance of £1,200. After a rather contentious discussion the board resolved to decline any proposed transfer at the present period.
