Canada’s Immigrants.—The increasing how of immigrants to Canada is strikingly illustrated by the 'figures now available. In March, 20,271 arrived. a larger number than in anv of the preceding 12 months, and bringing the total for the year to 143.991, compared with 96.0C4 in the previous fiscal year, a gain of 50 per cent. In the same year just closed, 49,784 came from Great Britain and Ireland, 21,025 from the United States, and 73,182 from other countries. In addition, during the year 56,957 Canadians who had gone to the United States to live returned to Canada declaring their intention of now remaining in the Dominion. tl I Asleep on Watch.—A special meeting of the London Local Marine Board was called recently to hold an inquiry, at the direction of the Board of Trade, under Section 471 of the Merchant Shipping Act, 1594, into a charge against a certificated officer. The accused, who. at the time of the offence, was second officer of a steamer. was charged with being asleep on atch, and, after hearing the evidence, the court, which *ound him guilty, se- \ erely censured him and ordered him to pay 15 guineas towards the cost or the inquiry. It may be mentioned that, under the section referred to, the court had power to cancel or suspend the certificate of the officer.
